SEC. 4-1-7 SNOW AND ICE REMOVAL. Hereby repeated in its entirety and recreated as follows:

SEC. 4-1-7-1 CLEANING SIDEWALKS AND DEPOSITING SNOW.

    1. CLEANING SIDEWALKDS. It shall be the duty of the property owner to keep the sidewalks adjoining his property, free and clear of refuse.
    2. SNOW AND ICE REMOVAL. It shall be the property owner's duty to remove snow and ice from sidewalks that are located in the street right of way which abuts said owner's property within twenty-four hours from the end of each snowfall. However, when ice has formed on any sidewalk and it cannot be removed, then the property owner shall prevent said ice from presenting a hazard to users of the sidewalk by use of sand, abrasive material or any product designed to prevent ice from forming or remaining in a form that could be injurious to the health and safety of the public. The purpose of this section is to permit safe travel by pedestrians.
    3. CHARGES FOR SNOW REMOVAL. Should the property owner fail to do the necessary clearing of snow or sanding within 24 hours from the end of the snowfall or icing conditions, the Village President or any Trustee in his absence shall order his crew to do this work, and the actual costs of the same, (including administrative, labor, overhead, bookkeeping, mileage, and incidentals) shall be charged to the property owner and shall be added to his tax bill as a special tax.
    4. DEPOSITING SNOW REMOVAL. It shall be unlawful for any person, persons or corporation to push or deposit the snow from their own personal driveway or parking areas into the public streets or alleys of the Village of Rudolph. The Village of Rudolph may cause such deposits of snow to be removed from the street or alley and the costs of such removal shall be charged to such property owner.
